These posed as 'normal' hospitality businesses so they wouldn't attract too much attention. The first official, tolerated weed seller was later Mellow Yellow in Amsterdam. They combined selling weed with selling coffee — and so the term 'coffeeshop' stuck!

Can I visit a Dutch coffeeshop as a Belgian?

As a Belgian you can simply visit a coffeeshop in the Netherlands. In virtually every coffeeshop tourists are welcome. It's only in specific exceptions in regions along the Belgian border that a coffeeshop may sometimes not sell to foreigners. Do note that it's illegal to take soft drugs back into Belgium. So enjoy your purchase on the spot and avoid problems when crossing the border.
